House bill to upgrade standards for OFW security

A planned means to raise standards of protection and assistance for migrant labourers moved nearer to becoming a law after it passed the committee level at the House of Representatives.

The proposed measure, which is anticipated to replace House Bills 628, 699, 700, 769 and 4783, earned the approval of the House Committee on Overseas Workers Affairs for plenary deliberations.

In an article in the House of Representatives website, the bill seeks to amend Republic Act No. 8042, otherwise known as "The Migrant Workers and Overseas Filipino Act of 1995."

Under the provisions of the bill, every worker deployed or processed by the Philippine Overseas Employment Administration and any other licensed recruitment agency shall be covered by a compulsory employment liability insurance equivalent to three months of the labourer's wage for every year of his contract.

Furthermore, only reputable private insurance companies registered with the Insurance Commission (IC), duly endorsed by a known accredited association of recruitment agencies and are in existence for at least five years will be qualified to offer the said insurance coverage.

The bill also works on adding three members to the current composition of the Boards of POEA and the Overseas Workers Welfare Administration (OWWA).

The members will come from the women, sea-based and land-based sectors respectively, to be selected and nominated openly by the general membership of the sector being presented.

The process will be kept open, transparent and democratic, according to its pursuers.

It is also said that only non-government organizations that safeguard the welfare and promote the rights of migrant Filipino workers registered and in good name for three years will be the ones eligible to nominate for the board.
